Insurance, in law and economics, is a form of risk management primarily used to hedge against the risk of a contingent loss. Insurance is defined as the equitable transfer of the risk of a loss, from one entity to another, in exchange for a premium, and can be thought of as a guaranteed and known small loss to prevent a large, possibly devastating loss. An insurer is a company selling the insurance; an insured or policyholder is the person or entity buying the insurance. The insurance rate is a factor used to determine the amount to be charged for a certain amount of insurance coverage, called the premium. Risk management, the practice of appraising and controlling risk, has evolved as a discrete field of study and practice.

What laws are relevant to a hospital that failed to bill my insurer within a timely manner?
Q. My insurer has a 95-day limitation on debts. The hospital did not get the bill to them in that amount of time. Now the hospital wants me to pay them since the insurer won't, even though it's the hospital's fault. What laws (or ideas) can I reference to the hospital's bill collector? I don't believe that I should be liable for payment. P.S. This is in Texas.

A. I actually couldn't find a law directly on point skimming over TX statutes. The underlying issue seems to be why the bill was not delivered in a timely manner. For example, the process may be different if the hospital issued a bill on day 45, but it was never received, versus if the hospital sent the first bill on day 100 (not common in the industry I assure you). Assuming the hospital is familiar with your insurer and their policies, they should have handled the matter. What you probably need to do next is get a full accounting from the hospital as to what invoices were sent to whom when. Based on that, its possible this may end up in court, where you and/or your insurer sue the hospital. Other thoughts? How far past the 95 day… [cont.]

Is there a German car insurer who will insure an English car with English number plates?
Q. I am studying in Germany and will only really have my car in Germany for 6 months of the year and feel this to be too short a time to have to deregister/change headlights etc. (and also very costly). I am looking for a German insurer who will insure me without having to make these modifications. Can you help?

A. Some English companies will cover you to drive overseas. I would check - it may cost a bit more but I don't think you'll find any in Germany willing to insure you.

Does anyone know of a good bike insurer who will cover more than 45 days overseas?
Q. I am British and going to be in the USA with my bike for about 55 days. I need a bike insurance policy but can only find ones with a max 45 days worldwide (outside Europe) cover, which isn't quite enough. Does anyone know of a policy which has a longer worldwide cover than this? Thanks!

A. Have you contacted either Cyclists Touring Club [CTC] or the YHA - their insurance section is usually very flexible - i guess you've already Google'd your Q?
